Since the 1970s, plans
to put together a recreation club for the civil service
community and their families have already begun.
According to Ybhg.
Tan Sri Dato' Abdullah bin Ayub, there were already
an agreement between himself, the late Tan Sri Yaacub
Abdul Latif (Former Kuala Lumpur City Mayor) and the
late Tun Hussein Onn, the country's Prime Minister then,
to construct a recreation park complete with a golf
course in the area of Bukit Kiara. Pusara Negara was
even initially designed to be built alongside the golf
course.
The Federal Government
played a vital role in contributing both a 270 acre
of land and financial aid totaling to RM20 million to
the project. Of the RM20 million, RM10 million were
in the form of government grant while the remaining
a 25-year loan.
Sometime in November
1983, Ronald Golf Design Ltd, were appointed to design
a 27-hole golf course for the club. However, due to
financial limitations, the project was delayed. Eventually
with the consent of all parties involved, the project
blueprint was redesigned to specifically accommodate
the budget. JKR were now responsible for the preparation
and clearance of the golf course site, club house and
other surrounding facilities.
On February 2,1989,
the then-Country Chief Secretary Y.Bhg Tan Sri Dato'
Paduka Sallehuddin bin Mohamed conducted the club groundbreaking
ceremony. At the same time, the Protem Club Foundation
Committee(Jawatankuasa Protem Penubuhan Kelab) was launch
on May 4, 1989. With the launching the foundation, the
Civil Service Recreation Club(Kelab Rekreasi Perkhidmatan
Awam- KRPA) were officiated and registered under the
Foundation Act (Akta Pertubuhan) on June 1,1989 with
registration number 926/89 (Federal Territory).
On November 15, 1989,
Instant Greens Sdn. Bhd. was offered a RM6.8 million
contract to put together an 18-hole golf course. The
course was ultimately completed on August 14, 1991.
And on November 18, 1991, the Civil Service Recreation
Club(KRPA) were approved to change its name to Malaysia
Civil Service Golf Club(Kelab Golf Perkhidmatan Awam
Malaysia- KGPA).
The highly anticipated
morning of February 9, 1992 saw the official opening
of the 18-hole KGPA (Hills & Lakes) golf course
by then Deputy Prime Minister, YAB Tun Abdul Ghafar
bin Baba.
In conjunction with
the ceremony, an Inaugural Trophy competition was organized
and Y.Bhg Tan Sri Abu Talib Osman, the attorney general
walked home with the championship.
Construction for an
additional 9-hole course (Forest) started on November
2, 1992. Once again, Instant Green Sdn. Bhd. was offered
a "negotiated tender" for the job. This was based on
their experience with the construction of the first
18-hole course. The complementary extension was completed
in April 1994 for RM3.74 million.
On the other hand,
the KGPA club house was build as a turnkey project.
The contractor involved was responsible to design and
complete the club house. The project started on December
5, 1991. The initial cost of the structure was valued
at RM4.63 million. Subsequently, another RM1.4 million
was needed to finalize the construction on March 4,
1993.
